Cuomo announces 'adopt-a-station' plan for NYC subways

New York Governor Andrew Cuomo on Thursday called on the private sector to help improve New York City's aging subway system, saying business and civic organizations could each contribute $250,000 to join a "partnership council" and clean up dirty, decrepit areas.

The second phase, which will be outlined in the coming weeks, will consist of long-term improvements, including better subway cars, a new signal system and more modern communications technology.

De Blasio on Wednesday said he knows nothing about the email, which is time stamped 10:53PM Saturday.

A poll from Quinnipiac University released Wednesday found that 40% of city voters who think the subway is "poor" and "not so good" mainly blame Cuomo.

MTA chairman Joe Lhota, speaking to reporters after the event, said details of the plan were still being worked out, but there was a possibility sponsors would be granted naming rights over their adopted stations.

The budget presentation by Mr. Foran also revealed the steep costs of the agency's contingency plans for summer repairs at Pennsylvania Station in NY - a transit headache Mr. Cuomo called the "summer of hell".

Underneath the cordial surface, combustible NY politics still simmers.

De Blasio never tires of pointing out that Cuomo controls the state-run MTA, where the governor appoints the agency's CEO, chairman and five members of its 17-person board. "The fundamental responsibility of government is to respond in a timely and effective way when people need help". He has been in a war of words with New York City Mayor Bill de Blasio over subway funding. On Thursday, Cuomo reiterated the State's commitment to fund 50 percent of the plan and called on de Blasio to pony up the other half.

Cuomo is traveling to Washington today to urge U.S. Secretary of Transportation Elaine Chao to federally fund most of the $18 billion tunnel, which would connect across the Hudson through New York City.

When Lhota unveiled his subway turnaround plan, he said that he would "do everything I can" to convince de Blasio to agree to splitting the $836 million cost of his plan and struck a conciliatory tone, indicating he is "all ears" for any of his concerns. "The NYC Subway Action Plan marks the beginning of a new chapter for the MTA and provides an opportunity to stabilize and improve the system and lay the foundation for modernization".
