Apple is also apparently contributing up to $100m to a newly created Public Improvement Fund for community projects and infrastructure (parks, libraries, recreational spaces etc) around Waukee. This was recently approved by a small margin in Wisconsin's state assembly.

The Iowa data center will join Apple facilities in California, Nevada, Oregon and North Carolina, which also host services such as iCloud and Apple Music. Google, Facebook, and Microsoft already have data centers operating in the state.

At a time when government officials are partnering with companies to boost employment, Apple's agreement with Iowa lawmakers highlights another reason states are courting businesses with colossal discounts: Corporate investments can help rural communities afford to grow.

"We're honored Apple is choosing Iowa for the site of its most technologically advanced data center to date", said Iowa Governor Kim Reynolds.

"It's a net fiscal loss that it's a straightforward giveaway in the economy to a company that's extraordinarily wealthy and it makes no sense from an economist's point of view", said David Swenson, an economist at Iowa State University and critic of such large economic development project tax breaks.

According to the Des Moines Register, Apple will get about $213 million in incentives for building in the region. The Waukee City Council this morning approved a property tax abatement for Apple - an incentive worth over $188 million over a 20 year period.

The 50 permanent workers at the data centers will make a minimum of $29.12 per hour, state officials said.

Construction will start in early 2018 and the data center is expected to be online in 2020.

State subsidies to technology employers have become a key issue in Midwestern states such as Wisconsin, where Foxconn, formally known as Hon Hai Precision Industry Co Ltd, is seeking US$3bil (RM12.8bil) in subsidies for a US$10bil (RM42.7bil) LCD panel plant.

Apple is one of the biggest job creators in the U.S., employing 2 million people across the country.
