Under the Open Skies Treaty, first signed in 1992, 34 countries - including the USA and Russian Federation - allow member states to conduct unarmed observation flights in order to foster transparency about military activity and help monitor arms control and other agreements. The plane then appeared over Dayton, Ohio near Wright-Patterson Air Base, and back over Washington, D.C. and Philadelphia. The United States and Russian Federation both signed the treaty.

A Russian surveillance plane soared through secure airspace over Washington on Wednesday، presumably collecting intelligence as it traveled near the Pentagon، the Capitol and other government buildings، two USA officials said. "Prior to an overflight, each overflown state is notified of the observation mission's planned flight path", officials said.

In addition, the same aircraft flew over the city of Bedminster, state of new Jersey, where resting US President Donald trump.

U.S. Air Force personnel were on the plane, which flew at low altitude around 3,700 feet.

U.S. Capitol Police sent an alert about the flight Wednesday.

ABC News cited an unnamed USA official who said Russian Federation typically flies such aircraft over command and critical infrastructure.

Earlier it was reported that the Russian aircraft observations Tu-154M LK-1 will perform an observation flight over the United States 7 - 12 August. "The Treaty does not preclude an observed State Party from taking mitigation measures at sensitive sites on the ground", TASS cited her as saying.

"The aircraft will be large and may fly directly over the U.S. Capitol", the police notice said. The flight, over what is normally some of the most secure airspace in the nation, was allowed under the Treaty of Open Skies, which allows participating countries the opportunity to take aerial imagery anywhere over a participating country's territory to promote transparency about military activities.

"Any violation of the Russian airspace was prevented", the ministry said.
