The subpoena issued by Mueller marks the first time that a subpoena has been issued by Mueller to either a current or former member of Trump's inner circle, according to The New York Times. Bill Burck, a lawyer for Mr Bannon, could not immediately be reached for comment.

Bannon is the latest high-profile figure to testify before the House committee as part of its ongoing investigation into allegations that Russian Federation interfered in the U.S. election.

Sources told the Fox News reporter that Bannon was told by the White House not to answer lawmakers' questions about the administration or the Trump transition, although he did not claim executive privilege.

Bannon opined to Michael Wolff, author of the explosive book Fire and Fury: Inside the Trump White House, that Donald Trump Jr.'s meeting with a Russian lawyer in June 2016 in search of dirt on Hillary Clinton was "treasonous".

Rep. Mike Conaway, the Texas Republican leading the House Intelligence Committee Russia investigation, declined to comment on a subpoena or Bannon's testimony as he went back into the committee's secure spaces.

Mr Mueller's subpoena, which was issued last week, could be a pressure tactic to induce Mr Bannon to cooperate fully with his investigation, the Times reported.

News of the subpoena comes on the same day Bannon testified, in a closed-door hearing, before investigators on the House Intelligence Committee who are scrutinizing Russia's election meddling. Instead, he's merely shifted the blame away from Trump Jr. and onto Manafort.

A source close to Bannon subsequently provided a statement saying Bannon expressed regret over the timing of his response to the book and that he thinks Trump a "patriot". He continued to speak with President Trump and tried to promote the president's agenda.

He also speculated that then-candidate Trump was possibly involved in the meeting as well, and asserted that Jared Kushner was involved in some "greasy" business that could expose him to money laundering charges. In December, The Wall Street Journal reported that Cambridge Analytica had turned over e-mails from any employees who worked on the campaign to Mueller. Among them are the White House counsel, Donald F. McGahn II, and the former White House chief of staff, Reince Priebus.
