"It is of such serious public concern that any further delay will make the public doubt government's determination to dismantle all forms of corruption, and entrench the public perception that the state has been captured by private interests for nefarious and self-enrichment purposes".

City Press reported on Sunday that Ramaphosa was eager to take up the position of state president immediately, cutting short Zuma's term in government ending in 2019.

Madonsela spoke to News24 after President Jacob Zuma's announcement of the establishment of the Zondo Commission on Tuesday evening.

Zuma's announcement also follows a court ruling on December 14 that ordered the president to appoint a commission of inquiry within 30 days and to pay the costs of the investigation.

This followed Zuma's announcement of his decision to appoint the judicial commission on Tuesday, with Chief Justice Mogoeng Mogoeng selecting his deputy, Raymond Zondo, to head the inquiry.

Madonsela released a report‚ titled State of Capture‚ in November previous year concerning allegations of an improper relationship between Zuma‚ other state officials and the Gupta family.

In partnership with Nedbank, one of South Africa's largest banks, companies controlled by or connected to the Gupta family extracted more than 1 billion rand (US$ 67.2 million) from Transnet, a state-owned company charged with constructing rail, port, and other transportation infrastructure, the OCCRP reported in November following a massive data leak now available to journalists worldwide.

She added that the terms of reference must not be limited to the issues investigated or identified in former Public Protector Thuli Madonsela's State of Capture report to "ensure that no stone is left unturned".

"I trust that we will all respect the process and place no impediments to prevent the commission from doing its work", he said.
