Tillerson arrived in Ethiopia, Africa's second most populous nation, on Wednesday on the first leg of his African visit.

US Secretary of State Rex Tillerson and Russian Foreign Minister Sergei Lavrov, who are touring Africa, couldn't meet during their stay in Ethiopia's capital Addis Ababa.

Earlier this week, Tillerson criticized "China's approach" to Africa which he said encouraged dependency through "opaque contracts" and "predatory loan practices".

According to him, the USA message is for countries to consider carefully what the terms of those agreements are, and not forfeit any elements of their sovereignty as they enter into such arrangements with China.
