A gunman killed two police officers and a passer-by on Tuesday before being himself shot dead in the centre of the eastern Belgian city of Liege, public broadcaster RTBF said on its website.

Belgian magistrate Wenke Roggen said the attack is being treated as terrorism given how the shooting acted, adding that it resembled Islamic State calls to attack police with knives and steal their weapons.

Yesterday Liege's police chief said Herman's motive was to target the police, while witnesses said the prisoner shouted "Allahu Akbar" as he launched the attack.

A gunman killed three people, including two police officers, in the Belgian city of Liege on Tuesday, a city official said.

Cyril Vangriecken, 22, was also killed in the Liege terror attack.

Belgian Interior Minister Jean Jambon confirmed Wednesday that the shooter also murdered a 30-year-old former convict the night before the shooting.

Herman had permission to leave the jail Monday but was due to return Tuesday evening, prosecutor Eric Van Der Sypt said.

After, he moved on to kill a 22-year-old man who was sat in the passenger seat of a vehicle that was parked nearby. He attacked police in a way recommended by ISIS.

The police officers have been identified as Soraya Belkacemi, 44, and Lucile Garcia, 54.

Belgium remains on alert after a series of jihadist attacks in the country and in neighbouring France.

Herman has had several run-ins with police since he was a minor and has been sentenced on assault, drug and insubordination charges, prosecutors said.

Belgium's King Philippe, Prime Minister Charles Michel and the country's justice and interior ministers travelled to Liege to confer with local officials. One video showed two police in body armour moving into position.

Two other officers received injuries to their arms before the attacker was shot dead, prosecutors said.
